Charter Club Bylaws

Article I - General

Section A. Name of Club: Sun City Grand Lady Putters

Section B. Purpose of Club: To enjoy the camaraderie of friends and neighbors while developing and enhancing our putting skills.

Section C. These bylaws willfully comply with the Sun City Grand Community Associations (SCGCA) bylaws, and club rules, regulations and procedures. In the event of a conflict between these club bylaws, the governing documents of the SCGCA shall prevail. Anything not stated in the bylaws shall be referred to Roberts Rules for parliamentary rule.

Section D. This club shall be operated as a Non-Profit Organization in accordance with Arizona statutes, and the bylaws of the SCGCA. Nonprofit is defined as: With few exceptions, club income should not greatly exceed expenses (operating expenses and capital requirements), resulting in a net operating gain. Where revenues do exceed expenses, the net gain should be used to foster continued club growth and activity. Club dues may be adjusted to comply, or the excess may be donated to the Association Facility Reserve Fund. The Activities Director must approve any other donations.

Article II - Membership

Section A. Membership shall be open to all members in good standing of the SCGCA.

Section B. There shall be no precondition for membership, nor will members be required to join any national, state, or regionally affiliated organizations other than the mandatory handicap requirements. Affiliation to other organizations may be required for various competitive reasons.

Section C. Guest Privileges: The guest privileges set forth in the Sun City Grand Charter Club Rules and Regulations shall govern guest privileges for this Club.

Section D. Dues: Annual dues in an amount recommended by the Club Executive Board and approved by membership vote are payable in advance. Timely payment of dues by each member shall be required for membership in good standing.

Article III - Officers

Section A. Executive Board: There shall be a President, Vice President, Secretary, Treasurer, or (Secretary/Treasurer), (Optional) Immediate Past President, (Optional) and as many Elected Directors needed for member representation. The Club Board may appoint members to fill an unexpired term. Please refer to Section 4.2. The General Club Membership must elect all voting Club Board Members, except those members who are appointed. Refer to Section 4.2. The Club Executive Board may be assisted by the chairperson of such committees as may be established by the Club Executive Board to carry out the club's function and purposes.

Section B. Election: All officers and directors shall be elected by a majority vote of those present at an annual membership meeting once a quorum has been established, and shall serve without compensation.

Section C. Term of Office: All Officers and Directors are elected for either a one(1)or two(2) year term and can succeed themselves provided they receive a majority vote of those in attendance at the election. Staggered terms are recommended for continuity. The term of office shall begin at the discretion of the Club Executive Board.

Section D. Duties and Responsibilities:

  • President: Shall preside over all Club meetings and be accountable for the administration of club business. The Club President shall carry out the direction and policies established by the Club Executive Board. The Club President shall act as principle liaison between the club and the Association, and shall appoint members of all committees that have been authorized by the club board, and shall also appoint the chairpersons of such committees. In the event of vacancies on the Club Executive Board, the Club President shall appoint, with Club Executive Board approval, interim replacement Club Executive Board Members to finish out the term until official elections can be held. The Club President shall insure that all Club Officers and Directors read and understand the Association Charter Club Rules, Regulations, and Procedures.
  • Vice-President: Shall perform all duties of the Club President in the event of the President's absence or inability to perform and shall also perform other such duties and responsibilities as may be assigned, with Club Executive Board approval, from time to time by the Club President.
  • Secretary: Shall keep the club records, issue notices of all meetings of the Club Executive Board or General Membership, shall keep minutes thereof, conduct all correspondence relating to the Club's business, and furnish whatever reports to the Association or other persons or organizations as may be required.
  • Treasurer: Shall receive and deposit all moneys due to the Club and pay all obligations that may be incurred by the Club in the regular course of its business, shall keep an up-to-date ledger of all financial transactions and provide financial reports as may be required at all meetings of the Club Executive Board or General Membership. Prepare and submit Year End Reports as instructed by the Activities Director/Controller and maintain previous years' financial records.

Section E. Board members: The officers of the club specified above, plus (optional) Immediate Past President, and Directors, shall serve as members of the Club Executive Board. the Club Executive Board shall have overall governing authority.

Section F. Election of Officers and Board Members

QUORUM: A minimum of 20 members in good standing (depending on size of club, higher levels of attendance can be documented in the club's Operating Procedures) excluding the Club Executive Board must be present and eligible to vote at any election specified in these bylaws. If more than one member is nominated for any elective position, voting shall be by secret written ballot. The Club Executive Board shall determine the particular procedures for nominations and elections to be followed at such meetings. Should these vacancies not be filled at the General Meeting, the Club Executive Board shall fill the vacancies as it sees fit. See Chapter 4, 4.2 Elections/Appointments of the Sun City Grand Charter Club Rules & Regulations for detailed information.

Article IV - Meetings

Section A. Meetings of the Members: Membership meetings shall be held not less than twice annually, the time and place of such meetings to be determined by the Club Executive Board. The Club President shall preside at all such meetings and Robert's Rules of Order- Newly Revised shall be followed. A minimum of 20 members eligible to vote excluding the Officers and Directors shall be necessary to conduct any business of the club at the General Membership meetings, and except as otherwise specified in these bylaws a simple majority vote of the membership present shall be sufficient to conduct any business requiring the vote of the membership.

Section B. Meetings of the Officers and the Board: The Club President may call meetings of the Club Executive Board at any time by giving notice orally, in writing, or email. The President shall determine the time and place of such meeting. A majority of the Club Executive Board Members shall constitute a quorum of the Club Executive Board and therefore, may conduct any business brought before the Club Executive Board at such meetings.

Article V - Financial

Section A. Maintenance of Financial Records: Financial records and related documentation must be kept for the seven (7) previous years and the current year, and shall be maintained by the Treasurer. See Charter Club Rules & Regulations for more details.

Section B. Expenditures: Unbudgeted single expenditures not to exceed $500.00 must be approved by the Club Executive Board in its discretion. Unbudgeted single expenditures in excess of $500.00 must be approved by a majority vote of those present at a general membership meeting.

Section C. Reimbursements: Signators are encouraged to request reimbursement for their own expenditures from a second signator.

Section D. Financial Records: Qualified persons or organizations, at the discretion of the Club Executive Board, club members, or the Activities Director, may audit the club's financial records.

Section E. Annual Budget, Cash, and Inventory of Club Assets: The Club Executive Board shall prepare an annual budget to be presented to the General Membership at a regularly scheduled membership meeting. The Club shall maintain such checking and/or savings bank accounts approved by the SCGCA as may be necessary in the opinion of the Club Executive Board to properly conduct the club's business. All cash receipts shall be deposited in one or more of said accounts. All expenditures over a $10.00 (ten dollars) maximum made by the Club or any member on behalf of the Club must be made by check only. The club may maintain a Petty Cash Fund not to exceed $50.00 (fifty dollars) and allow disbursements from this fund for receipted incidental expenses not to exceed $10.00 (ten dollars) each disbursement; cash float funds are permitted not to exceed $50.00 (fifty dollars). The Treasurer shall keep appropriate receipts and invoices covering all such transactions as part of the club's financial records. The Club Executive Board shall designate not less than two Club Executive Board Members as persons authorized to sign checks drawn of the club's bank account(s) preferably the Treasurer and the Club President. All assets of the Club shall be physically inventoried at least once annually and the Treasurer thereof shall maintain a written record.

Article VI - Committees

Section A. Appointment: All committees, including standing committees, and the Chairmen thereof, shall be appointed by the Club President with Club Executive Board approval. All committees shall have written mission statements assigned prior to the committee appointments.

Article VII - Amendments

Section A. Individual clubs are not permitted to amend this document; however, requests for changes may be submitted to the Activities Director for review.

Article VIII - Dissolution

Section A. This Club may not be dissolved until all of its outstanding debts have been paid; upon dissolution, all assets and all property of the Club shall be surrendered to the Association in accordance with the Chartered Club Rules, Regulations & Procedures.

Standing Rules

1. Annual dues are payable by August 31. New members’ dues from November through August are sixty-five dollars ($65), which includes one year’s membership, shirt, apron and name tag. Annual renewal dues shall be twenty dollars ($20) for play from November through August.  Members shall give service hours to assist in the operation of the club unless a person is incapable either mentally or physically.  Service can be rendered in the form of serving as an officer, a committee chairperson, or a committee member.  Non compliance will result in the loss of putting privileges.

2. Of the $4.00 one dollar bills collected on a weekly basis, $2.00 shall be used for the payout of holes-in-one and weekly money prizes. The other $2.00 is designated for green fees.

3. Our official Lady Putters’ attire is a SCG Lady Putters’ monogrammed blue shirt and your choice of white shorts, slacks, skirt or skort. New members are required to purchase the shirt, apron and name tag from the Club. White tennis shoes, walking shoes, or flat rubber soled sandals are required on the green. No heels of any kind or golf shoes with cleats are allowed.  No substitute blue shirt can be worn in place of the official sleeved Lady Putter blue shirt.  The official sleeved blue shirt is required to be worn from the Organizational Meeting in October until April 30.  Ladies having the official logo blue sleeveless shirt may begin wearing their sleeveless shirt April 1.  During summer play beginning May 1st, a cooler shirt of your choice (preferably blue or white) may be worn. This shirt can be sleeveless with a collar, or collarless with sleeves. SCG golf course rules prohibit the wearing of tank tops.  Those ladies refusing to wear the Lady Putter prescribed uniform will be denied putting privileges.

4. Resident guests of members may putt free only one time before joining Lady Putters, however, they will not be eligible for any prize, including holes-in-one. Non-resident guests of members are welcome to putt free one time only, but will not be eligible for any prize, including holes-in-one. All guests are invited to attend our luncheons based on availability. They will pay the entire cost of the meal.

5. A small birdie pin will be awarded for any 5 holes-in-one. A large birdie pin will be awarded for any 3 holes-in-one made in 1 day. There will be carry over of holes-in-one into the next season.

6. New members must pay a weekly fee and hand in five (5) valid scorecards to establish a handicap before being eligible for money prizes. They are eligible for hole-in-one and magic hole prizes during this time. Handicaps will be calculated as designated by the Board.

7. The Elections Committee will notify the Membership of the need for candidates fifteen days prior to the second full week of March.  The Elections Committee will post a slate of candidates by the second full week of March. Elections will be held at the putting sessions during the second, third, and fourth full weeks of April. Elected officers will assume their offices on the first full week of July.

8. Annual dues and other fees charged to members and guests shall be recommended by the Executive Board at the May meeting and shall become effective after a vote of the Membership to approve them. The Budget Committee shall have a Budget Meeting and prepare an annual budget that will be presented at the May meeting and shall become effective after a vote of the Membership to approve.

9. Elected officials and Members who do not fulfill their responsibilities or fail to act in accordance with the By-Laws and Standing Rules, and those who are abusive, project an undesirable or inappropriate image, or who unnecessarily and blatantly create turmoil, disruption and dissension among Club members, other Clubs or the Association in general, will have their Club membership suspended by the Executive Board.

  • First offense – a written warning from the Executive Board
  • Second offense – a short term suspension by the Executive Board
  • Third offense – a longer term suspension by the Executive Board
  • Fourth offense – termination of membership by the Executive Board

10. The elected officers of the Club will include:

  • President
  • Vice-President (this officer will become the President the following year)
  • Secretary
  • Treasurer
  • Five Directors or Co-Directors (one for each putting session)

11. Effective with the 2008-2009 election, the terms of Directors shall be limited to serving for two (2) consecutive years. Each Director position will have one (1) vote.  All Board offices shall be preferably filled with full time residents.

12. From November through April the check-in time will be 9:00 a.m. – 9:30 a.m. with play beginning by 9:45 a. m. From May through August the check-in time will be 7:30 a. m. – 8:00 a. m. with play beginning at 8:15 a. m. It will be to the discretion of the Director for the day as to putt or cancel the session due to extenuating circumstances.

13. There will be two (2) General Membership meetings during the putting season unless decided otherwise by the Executive Board.

14.  Payment for any luncheons will be by check only. No refunds will be issued after a stated deadline. Selling of purchased tickets must be arranged by the individual Putter only and not the Luncheon Committee or Directors.

15. In addition to these standing rules, we will abide by the Sun City Grand Lady Putter By-laws as revised from time to time by the CAM office.

Putting Rules

1. Double cards must be kept of each twosome, mark your partner's score and your score at the completion of each hole. After completing 18-holes check each hole with your fellow competitor. Sign and attest final results and return cards to scoring committee.

2. No practice putting is allowed on the putting green the day of play.

3. Start all putts between tee marker and you; Place the ball, do not drop. Putt with the pin in the hole. Retrieve the ball by lifting pin out of the hole. Do not use your hands. Return the pin to it's proper position.

4. A ball putted off the putting green on to the unclipped portion is deemed out of bounds. Procedure: take ball in a straight line to edge of green; measure one putter head and place ball at the end of the putter. One (1) stroke penalty. If any portion of the ball is lying on inside of green, it is legal – no penalty. Ball is putted from position where it lies.

5. Ball hit to wrong hole - 1) if a player putts to the wrong hole and continues to putt in hole - 1 stroke penalty. 2) if it is possible to putt to the correct hole from where the ball lies, you may count all strokes and eliminate the penalty.

6. Continuous putting is the order of play. Complete your putts before your partner tees (putt all putts, there are no gimmies). In order to keep play moving the maximum number of strokes on any hole is(6).

7. Ball striking fellow competitor's ball at rest: 1) ball doing the hitting is putted from where landed. 2.) ball at rest is returned to original spot.

8. If two balls in motion strike each other, both players should replay their ball from it's original spot – no penalty. Ball accidentally hit by putter counts as one (1) stroke.

9. Ball stopped or deflected by any moving or stationary outside agency - no penalty. Stroke canceled and ball shall be replayed from original spot.

10. Exerting influence on ball: No player shall take any influence or action on the position or movement of the ball. Penalty - disqualification.

11. Upon completion of hole, players are to carry the ball and not strike it or push it with the putter head to the next hole. This will be deemed .testing the surface or practice putting. One (1) stroke penalty.

12. We play the honor system during weekly play. That is, the player with the lowest stroke on the hole has the honor of teeing off at the next hole.

13. Observe the following: 1) move quickly to the next hole. Always being aware of holding your place. 2.) Do not stand to close to your fellow competitor. 3.) Do not stand directly behind the pin. 4.) Keep conversation to a minimum.

14. After placing your ball at the tee marker, scooting the ball in place with the putter, practice stroke with the putter, setting the ball or crouching in position are ruled out. One (1) stroke penalty. If you cannot place your own ball, advise the rest of your team and ask your teammate to do it for you.
